The States of Bihar, West Bengal, Maharashtra and Assam have approached the Supreme Court seeking quashing of 116 FIRs registered in connection with student protests held in July over the NEET exam paper leak, citing the Central Government's commitment given to the Cockroach Janata Party (CJP) on July 25 that the cases would be withdrawn if the agitations were called off.

The States have urged the Court to invoke its special powers under Article 142 to quash the FIRs. Yesterday, the Centre had filed a similar application to quash the Delhi police FIRs against protesters, and sought permission to register a single FIR against 2873 persons who had grave criminal antecedents.

These applications have come ahead of the CJP announcing a fresh protest in Delhi on September 5, contending that the Centre had not honoured its commitment to honour the cases.

Solicitor General of India Tushar Mehta today morning requested the Chief Justice of India to take up the States' applications along the Centre's application at 2 PM.

Bihar has sought the quashing of 69 FIRs, spread across police stations in several districts. Its list includes cases registered between July 20 and July 27, 2026, including FIRs at Gandhi Maidan and Kotwali in Patna, Gopalganj Town, Siwan Town, Jehanabad, Katihar Town, Muzaffarpur Town, Bihar Sharif and other locations.

The list runs to 69 FIRs, with the final entries including cases from Bhagwan Bazar, Dumra, Punora, Siwan Town, Lalganj and Bettiah.

Maharashtra has placed 34 FIRs before the Supreme Court for quashing. The cases include FIRs registered in Nagpur, Mumbai, Pune, Jalgaon, Buldhana, Amravati and other locations.

The chart includes multiple cases from Shivaji Park and Sitabuldi police stations, besides FIRs from Ganesh Peth, Sadar, Azad Maidan, Chembur, Wadi, Buldhana, Deccan, Ambi and Ramtek.

The Maharashtra application says that, pursuant to the July 25 decision of the Central Government, the state no longer wishes to pursue or investigate the listed FIRs.

West Bengal has sought relief in respect of eight FIRs, one registered at Entally police station and seven at Hare Street police station.

The state has also told the court that if another FIR relating to the same incidents is subsequently brought to its notice, it will not oppose the affected party seeking similar relief from the Supreme Court. It has further undertaken that no fresh FIR will be filed for the incidents covered by its application.

Assam has listed five FIRs for quashing. Like the other states, Assam says it no longer wishes to pursue or investigate the FIRs following the Central Government's July 25 decision.
