Kapil Sibal responds that the oral submissions of Salve are not there in the writ petition.

Sibal submits that the allegations against Mumbai police cannot be deemed to be admitted. Cheating has taken place and 15 people have been arrested, Sibal adds.

Harish Salve says Mumbai police has not replied to the allegations of malice against them. Therefore, the allegations must be taken as unrebutted and admitted as per the law of pleadings, Salve adds.

Harish Salve : None of these allegations do not make an offence even remotely.

Harish Salve : Assuming some TV channel has paid money to rig TRP - where is the crime of cheating? TRP is not a statutory thing. Has any advertiser said they have been cheated? Where is the complainant?

Harish Salve : Mumbai police drifts off into something which they have no jurisdiction. The idea is to find something.

Harish Salve : The Mumbai police starts a spate of arrests against the Republic employees. There are two dimensions. They first start with BARC. Then they investigate Republic for violations under Telegraph Act, which they have no jurisdiction at all.
