      Court directs Counsels in Item 8 to serve Union of India. They note that CBSE’s Counsel is present in Court.

      Matter will now be heard next week.

      Tankha: We will serve them through the Standing Counsels.

      Court: All States are not parties. Entire country will have to be served.

      Court: We can’t trust Union of India to do something about this. We can’t expect the Law Officer to come to Court and give us solutions.

      Tankha: We have made States parties also. Can we serve them ?

      Justice Khanwilkar: If we issue notice to just University, it will not help you. We can’t issue notice to all Universities across the country.

      Tankha: If I can give one suggestion, that Union of India can do something.

      Tankha: That’s still a huge number.

      Tankha: I want my Lord’s empathy. Create some room for them to get admission. This is their first attempt. It’s not their second or third attempt.

      Justice Sanjiv Khanna notes that the compartment exams are for those who have failed. He states that these exams are held thrice. Further, Central Universities close their admissions earlier.

      Tankha: There has to be solution which has to come up. It’s in the Court’s hands.

      Court: The solution has to come from CBSE, or some other agency.

      Tankha: Either UGC can be directed to admit the students provisionally, or to ensure that the marks are declared early.

      Court: But, because of compartment, there will be no percentage. This is a peculiar year.

      Tankha: The system was always that the exams took place before college admissions. Now, because of COVID, this is the state.
