'Kargil Must Not Only Be Remembered In Moments Of Conflict, But Strengthened In Times Of Peace' : CJI Inaugurates New Kargil Court Complex

Chief Justice of India Justice Surya Kant on Sunday inaugurated the new District Court Complex at Kargil, emphasising that the region must be strengthened through institutions of justice in times of peace, and not remembered only for its wartime sacrifices.

Delivering the inaugural address, the Chief Justice observed that Kargil occupies a special place in the national consciousness due to the sacrifices made during the 1999 conflict, but stressed that the nation's responsibility extends beyond remembrance. He stated that “Kargil must not only be remembered in moments of conflict, but strengthened in times of peace,” noting that institutions such as courts reaffirm the State's commitment to serve citizens with dignity and continuity.

The Chief Justice described the inauguration of the new court complex as a significant step toward realising the promise of access to justice in remote and geographically challenging regions such as Ladakh. He remarked that strengthening judicial infrastructure in places like Kargil demonstrates that the Constitution is not confined to metropolitan cities but reaches the country's remotest regions.

Referring to the unique terrain and harsh winters of the region, the Chief Justice noted that access to courts in Kargil often requires considerable effort and determination from litigants, as roads remain cut off for months at a time. In such circumstances, he said, a court building carries deeper meaning as a reassurance that the law will remain accessible despite geographical challenges.

Chief Justice Surya Kant further observed that the new complex represents not merely an expansion of physical space but an expansion of institutional capacity and readiness to serve the community. He expressed hope that the facility would become an “oasis” in the cold desert landscape of Ladakh, where people can find resolution, clarity, and hope through the justice system.

The Chief Justice also acknowledged the dedication of judicial officers and court staff serving in difficult climatic conditions, often far from their families and with limited resources. He stated that their work deserves recognition and adequate infrastructure to enable efficient and dignified service.
