The Lawyers' Association for Constitution (LAFC)'s independent commission, headed by Madan Lokur, former judge of the Supreme Court, will hold its first public hearing on the electoral roll revision grievance on October 15 at Jawahar Bhawan, New Delhi, from 9 AM to 1:30 PM.
The commission was constituted to examine the constitutional validity, methodology, and impact of the Election Commission of India's Special Intensive Revision (SIR) of electoral rolls. It will now begin hearing and recording the testimonies of voters who have approached the Commission.
As per their press release, the hearing is intended to ensure that the concerns of the voters affected by the SIR process are heard and documented.
"The hearing marks the first in a series of hearings planned across the country to provide a platform for affected voters to present their concerns and have their experiences formally recorded. The initiative seeks to draw attention to the importance of protecting the electoral rights of eligible citizens and upholding the fundamental democratic principle that every eligible voter's voice matters."
"The proceedings form part of a broader effort to facilitate public engagement with issues concerning electoral roll revision and the protection of eligible citizens' voting rights. At the same time, the Commission is keen that the ECI should participate in the process by nominating an officer who can engage with the process. The Commission wishes to ensure complete neutrality and uphold principles of natural justice."
The Commission has directed its Secretariat to inform and invite it to nominate a senior officer of the Election Commission of India to attend the proceedings and listen to the testimonies of voters.
"As part of the arrangements for the hearing, the Commission has directed its Secretariat to inform the Election Commission of India (ECI) and invite it to nominate a senior officer to attend the proceedings and listen to the range of testimonies presented by voters. Accordingly, the Secretariat has issued a formal notice to the Election Commission of India."
The Commission's other members are former Supreme Court judge Justice AK Patnaik, former Jammu and Kashmir High Court Chief Justice Badar Durrez Ahmad, former Delhi High Court judge Justice Rekha Sharma and former Patna High Court judge Justice Anjana Prakash.
Senior advocates Kapil Sibal, Prashant Bhushan, Chander Uday Singh, Prashanto Chandra Sen and Raju Ramachandran, along with advocates Rebecca Mammen John, Warisha Farasat and Vrinda Grover, among others, will provide legal assistance to the Commission.
A coordination committee and secretariat housed at the LAFC will provide operational support to the Commission. The Commission aims to complete its inquiry and release its final report to the public by December 2026.
