Grover: There is an unfounded apprehension by the Calcutta HC.

Bench: Maybe the Cal HC was not satisfied with the measures in place.

Grover: There is a mobile application available like a road traffic app. The bar code is looked at through the application. The WB police has been active. This issue has come out of the blue in the judgment.

GS: There is a reasonable balancing done by the Cal HC in protecting the interests of citizens and firecracker manufacturers.

Sr. Adv GS: The Calcutta HC says that in implementing this, the State has not devised a mechanism for identifying these green crackers.

Sr. Adv GS: Implementing agencies lack the desire to implement the directions of the Supreme Court.

Sr. Adv GS is referring to the SC order regarding use of banned chemicals.

Sr. Adv GS: CBI had found that several kilograms of barium which is a banned substance was being used by the firecracker manufacturers.
