Following the opposition by many lawyers, including several prominent Senior Advocates, the Executive Committee of the Supreme Court Bar Association decided to cancel the General Body Meeting which was convened tomorrow to discuss the resolutions proposed against Senior Advocates Kapil Sibal and Neeraj Kisan Kaul.

The proposed resolutions sought to reprimand Sibal and Kaul for apologising to the Chief Justice of India for the outbursts made by SCBA President Senior Advocate Vikas Singh while seeking urgent listing of a case filed by the SCBA in relation to lawyers' chambers.

A section of the bar wrote a letter against the proposed resolutions by warning that the SCBA will be setting a "dangerous precedent" if lawyers are called into question for their submissions made in the court room. Former Attorney General for India KK Venugopal wrote a separate letter to Vikas Singh urging him to not allow the resolutions to get passed as it will lead to divisions within the bar.

Heeding to the Venugopal and other senior lawyers, the Executive Committee decided to recall the notice which announced the general body meeting tomorrow. Another resolution, proposed by one section of the bar, seeking to express solidarity with Singh was also proposed to be discussed in the meeting tomorrow.

In a letter addressed to the SCBA members, Vikas Singh wrote :

"The Executive Committee of SCBA keeping in view the letter of Shri K.K. Venugopal addressed to the undersigned and in the larger interest of the Bar, has authorized the undersigned to write a letter to the Bar regarding the decision of the Executive Committee to recall the Notice for the General Body Meeting. The Executive Committee of SCBA, however, expects that any member of the Bar may refrain from making any statement contrary to the larger interest of the Bar, diluting the stand taken by the elected representatives of the Bar i.e., the Executive Committee of SCBA".

Singh also stated that the petition filed by the SCBA has been listed before the bench on March 17.

"The Executive Committee of SCBA has no personal agenda against anyone and is only concerned with the stand of the Bar not being diluted before the Judges. The Executive Committee of SCBA was duty bound to call for a General Body Meeting when a requisition in that regard was received by the Secretary, SCBA duly signed by 150 members of SCBA", Singh's letter added.

The issue relates to the incidents which happened before the CJI's bench on March 2, when Senior Advocate Vikas Singh sought urgent listing of a petition filed by the SCBA seeking space for lawyers' chambers in the space allotted to the Supreme Court by the Central Government. Singh raised his voice, expressing anguish at the matter not getting listed despite it being mentioned on several earlier occasions, which was not appreciated by CJI Chandrachud. A heated exchange followed, which ended with the CJI asking Singh to leave the Court. Soon after this incident, Senior Advocates Sibal and Kaul, who were waiting in the Court for the Shiv Sena case, expressed apologies on behalf of the bar for Singh's outburst.
