Sr Adv Shadan Farasat (for animal rights activist Sonia Bose and Avnish Narayan): This is not about dogs v. humans. It's a matter where state has failed in statutory duty to balance public safety and animal welfare. Buck has been passed over to the Court. There's a problem on the ground - dogs at some level have in certain situations become a menace. That's one side of the equation. Even 1 life lost is violation of Art 21 right. But what today State is suggesting is this - because we have failed in duty, we will scapegoat one for the other. That can't be. That's easy way out for it. There should be safety for both humans and animals
He refers to the MCD Act and Prevention of Cruelty Act: The State has failed in both. Court should direct and monitor implementation of both.

J Nath: Lodge an FIR, what stops you? It's a criminal offense
Pavani: Authorities are silent, that's like endorsing. In [...], 50 persons came in house, disrobed, attacked woman. Beat up her husband also
J Nath: We can't take care of individual cases. It's a law and order problem
Pavani: No FIRs are being registered.
