J Nath: local authorities are not doing what they should be doing. They should be here taking responsibility. Everyone who has come here to file intervention should take responsibility

J Nath: Ms. Pathak Dave, you are representing?

Dave: I am for MCD. our affidavit it is on the record. We are here to comply with whatever order is passed.

J Nath: but what is your stand? This is happening because of the inaction of the Municipal Corporation

Senior Advocate Sidharth Luthra: the government and MCD both to stand that the Rules have to be followed.. now they cannot take a contrary stand.

Counsel: I represent an expert. Dogs are being picked up but no Shelters.

J Mehta: that is again an anecdotal statement. File an affidavit we will consider.

Counsel: anecdotal data is relied upon and unauthenticated video led to the Suo Moto case.

Singhvi: the Rules define community dogs, define what should be done all of that is violated.

Senior Advocate Sidharth Dave: before the order only the amicus report was before the court. No materials from the NGOs etc. who work on these issues

Singhvi: 6 orders of the supreme court say that ABC Rules should be followed and sterilize dogs in a humane manner and rehabilitate them. Not like this within 24 hours you start picking up the dogs.

Singhvi: Mr. Mehta created preemptive prejudice. The government in the parliament has answered that there have been zero cases of dog bites in Delhi this year.

Senior Advocate Abhishek Manu Singhvi: with the best of the intentions the order really puts the horse before the cart. If the shelters existed then the directions would not be a problem.
