    The Council for the Indian School Certificate Examinations (CISCE) has informed the Supreme Court that it will endeavour to declare and publish the results of Class XII students based on the objective criteria formulated by it for assessment by July 20th, if it is immediately allowed to implement the schemes.

    The Board has also informed the Supreme Court that assessment of students would be done based on their marks percentage in class X examinations, performance in school examinations in subjects in Class XI and XII measured through their best marks obtained in these years, along with project and practical work in the subjects and best performance of School in the last six years.

    The Board has stated that while the first two factors have been included to measure General proficiency of the candidates, the next two factors measure the subject proficiency.

    The Board has also decided to allow students who are dissatisfied with their results pursuant to the aforesaid scheme, if any, to take improvement examinations subsequently, and schedule for the same would be notified later in due consideration of the Covid scenario in India.

    The submissions have been made through an affidavit filed in the plea filed by Advocate Mamata before the Apex Court seeking directions for setting aside the Notification dated 14th,16th and 19th April 2021 issued by CBSE and Council for the Indian School Certificate Examination only in respect of clauses dealing with postponement of Class XII examination.

    According to the Board, detailed analysis was performed on the data from the past Board Examinations from years 2015 to 2020, to arrive at the weights and the assessment formula.

    The Board has also informed the Court that an expert panel comprising of three external members who are renowned scholars in field of statistics and 6 in-house members who are experts in field of education and conducting year end examinations was formulated for developing the scheme for objective assessment

    The Board has stated that its scheme for computation of marks in 2021 is largely similar to its approach adopted in the scheme for 2020, as no serious objection was received last year, and there was widespread satisfaction

    A similar marks imputation formulae has been adopted by the Board for ICSE Year 2021examinations for students of Class Xth by considering the following Benchmarks and factors:

    • Best Year of the School: The best year from years 2015-2020 is the year when the School achieved the best average percentage in terms of the total scores out of 500

    • Benchmark Standard Deviation of School: It will be based on total scores in best year of the School.

    • Subject Benchmark Average Percentage of School: It is the school average percentage in theory paper for subject in the best year of the School.

    • Subject Raw Theory Percentage: Maximum of the percentage marks obtained by the Candidate in theory paper of class IX and X

    • Subject Project and Practical Marks: Total Marks Obtained by candidate in Project and Practical works of the subject.

    On the last hearing of Adv Mamata Sharma's plea, Supreme Court had granted two weeks time to the CBSE and the CICSE to decide the objective criteria for alternate mode of assessment for Class 12 students, in lieu of the exams cancelled on account of COVID.

    In response to request for a uniform decision with respect to State Board Exams, a vacation bench of Justices AM Khanwilkar and Dinesh Maheshwari had observed that interests of the entire student community will be taken into account, adding that it will wait for the decision of CBSE and CISCE first, before considering other issues.

    "Everything will be resolved , all issues we will taken into account, interests of student community will be taken into account whether its CBSE, ICSE or other Boards." the Bench has orally observed.
