    The Supreme Court on Monday issued notice in Delhi Government's plea challenging the changes made by the Lieutenant Governor (LG) in the Delhi Government's proposal to send school teachers to Finland for training. The matter was listed before a bench comprising CJI DY Chandrachud, Justice PS Narasimha, and Justice JB Pardiwala. 

    In the Delhi Government's proposal to send government school teachers to Finland for training, the LG VK Saxena had, while approving the proposal, increased the number of participants from 52 to 87 to ensure that teachers from all zones could benefit from the training programme. He had also asked the government ensure that the participants become “Trainers of Trainees” and they train remaining primary in-charges and teachers, replicate classroom projects adopted by Finland government, and submit a report on the learning outcomes from the programme.

    Advocate Shadan Farasat, appearing for the Delhi Government contended–

    "This is the issue where your lordships have clarified on multiple occasions that the LG has no power to take independent decisions."

    CJI DY Chandrachud asked–

    "So he has finally approved but given various directions?"

    Farasat responded–

    "He has changed the policy in substance and has said that in future they will not go to Finland. So he is exercising the real power."

    The court then issued notice to the LG's office and made it returnable after two weeks.
