    Pulling up the Karnataka Industrial Areas Development Board, Supreme Court Judge MR Shah on Tuesday opined that it is the "worst authority" in Karnataka in terms of corruption.

    "It is the worst authority, worst in Karnataka, in terms of corruption. In how many cases the land is allotted? We haven't formed an opinion but we are saying this. There are so many cases from Karnataka, we have seen...at least in my career", the judge pointed out.

    The Division Bench which also comprised of Justice CT Ravikumar was considering an SLP moved by Bhoruka Steels and Service Ltd. with regard to allotment of an industrial plot.

    The Bench further stated that when a governmental authority is given discretionary powers, it serves as the ‘jumping-off’ point for corruption.

    "When discretionary powers are given to a government authority, it's the starting point of corruption. Under the guise of discretionary quota, there's mischief".

    The advocate appearing for the Board stated that wasn't the case. "I would like to differ, your Lordships".

    "You can differ but our judgement will not differ", Justice Shah was quick to comment.

    The advocate stated that there were several committees such as a screening committee, clearance committee, among others and that a great amount of ground work is done before allotting the required land.

    "So, anyone can go and say I want this plot?", Justice Shah asked.

    "Groundwork is done to confirm whether plot is available or not", the advocate responded while reiterating that 14 departments work on it before the allotment of land.

    KIADB was set up in Karnataka to promote the rapid and orderly development of industries as well as to assist in the implementation of policies of the Government within the purview of KIAD Act.

    The Court will continue hearing the matter on March 22.
