Supreme Court Seeks Justice Gita Mittal Committee Report On Manipur Relief Camp Conditions

The Supreme Court today asked the three-member committee headed by Justice Gita Mittal to submit a report on the issue of deficiencies in facilities at 14 relief camps for the internally displaced persons who fled the ethnic violence in Manipur.

The bench of CJI Surya Kant and Justices Dipankar Datta and Joymalya Bagchi was hearing the challenge to the order of the Manipur High Court, which refused to entertain a plea seeking a probe into the living conditions of 14 relief camps in Churachandpur, Manipur.

The counsel appearing for the petitioner informed the bench that the High Court refused to interfere in the PIL, as the Apex Court is already seized of the matter.

The Counsel added that while the 3-member committee headed by Justice Gita Mittal is examining and submitting reports to the Court on various aspects, it is being placed in New Delhi and "there is no easy access" for the committee to the ground realities.

The counsel further submitted that the petitioners were approaching only with a limited relief that the " the High Court, within the remit of the committee's directions, can examine if the living conditions are as per the directions."

ASG Aishwarya Bhatti, appearing for the State of Manipur, informed that representations to the Committee have already been submitted and the Committee is considering this aspect.

The bench recorded that:

"The High Court has declined to go into the merits as this Court is already seized of the matter and a 3 -member committee has been constituted to look into the various aspects of the issues that have been raised in the petition.

The petitioner claims to have listed multiple relief camps in the state of Manipur, and there are representations dated July 2025 to the deputy registrar as well as the State of Manipur, highlighting acute deficiencies in food, medical facilities, etc., and thereafter moved the High Court, which has been dismissed by the impugned order. "

The bench further noted that the representation by the petitioner has already been forwarded to the Justice Mittal Committee. Considering the same, the Court ordered the following :

" We request the three-member committee headed by J Gita Mittal to examine the issue of deficiencies in the relief camps and submit a report in that regard, as early as possible and practically within 2 months."
