    The Chief Justice of India (CJI) today formally launched Phase III of the e-Courts project, involving an outlay of Rs 7210 crores, describing it as a transformative step aimed at making justice delivery seamless, inclusive, and accessible across the country.

    Addressing a two-day National Conference on Judicial Digital Transformation held in New Delhi, CJI Surya Kant emphasised that the initiative is not merely about expanding technology in courts, but about reimagining how the justice system functions at its core.

    Tracing the journey from the launch of the e-Courts project in 2005, the CJI noted that earlier phases focused on building infrastructure—computerising courts, standardising case management systems, and introducing digital tools such as e-filing and virtual hearings.

    He explained that Phase II of the digital transformation journey led to the creation of the National Judicial Data Grid, the expansion of e-filing, and the development of the Supreme Court's Vidhik Anuvad software. He stressed that technology must expand access, bridge distances, and make the system more intelligible to those it serves.

    According to him, Phase III represents a shift beyond infrastructure.

    “The question is no longer whether courts are digitised, but whether the system itself is being transformed to better serve citizens.”, said CJI.

    The CJI stressed that technology must go beyond speeding up existing processes and instead address structural inefficiencies and procedural barriers.

    Phase III, conceptualised by the e-Committee and supported by the Government of India, aims to extend digital justice to the remotest parts of the country.

    The initiative focuses on bridging the last-mile digital divide, ensuring access in rural and underserved regions, and making court services available to citizens irrespective of geography or economic status.

    The CJI highlighted that the success of digital reforms lies in their ability to reach those who are traditionally excluded from the system.

    “In a country as diverse as India, digitisation cannot succeed unless it ensures genuine accessibility.”, CJI said.

    Also, Phase III aims to expand eSewa Kendras, which act as facilitation centres for litigants.

    These centres assist users in accessing case status, filing documents, and participating in virtual hearings, to support individuals who may lack digital literacy or resources, ensuring that technology does not become a barrier to justice.

    Alongside Phase III, several digital initiatives were introduced to enhance efficiency and user experience, including Single Sign-On (SSO) for unified access to judicial platforms, electronic delivery of court documents, and integration between e-Courts and e-Prisons systems.

    Significantly, the CJI described digital transformation as a “constitutional instrument” that strengthens the rule of law.

    "Technology has become a constitutional instrument. It is no longer an administrative convenience; it is a tool that strengthens equality before the law, expands access to justice, and allows the judiciary to transcend procedural rigidities."

    Concluding his remarks, the CJI emphasized that each one of the services launched in Phase III of the e-Courts project “reflect the conviction that the reform of the justice system is measured by how meaningfully citizens advocates and other stake holders especially the consumers of justice will be able to benefit.”

    Justice Vikram Nath, Judge of the Supreme Court and Chairman of the eCommittee, also addressed the inaugural session. Union Minister of State (Independent Charge) for Law and Justice Arjun Ram Meghwal and Minister of State for Electronics and Information Technology and Commerce and Industry Jitin Prasada wer also present.

    About the Conference

    The eCommittee of the Supreme Court of India, in collaboration with the Department of Justice, Government of India, is organising a two-day National Conference on “Judicial Process Re-Engineering & Digital Transformation: Empowering the Justice System by Reviewing the Past, Re-engineering the Present, Redefining the Future” on April 11 and 12, 2026, at the Multipurpose Hall, Additional Buildings Complex of the Supreme Court of India in New Delhi.

    The conference is being convened in the backdrop of the eCourts Mission Mode Project, a pan-India initiative launched under the National Policy and Action Plan for Implementation of Information and Communication Technology in the Indian Judiciary (2005), aimed at transforming the justice delivery system through technology-driven reforms. The project seeks to provide efficient, time-bound and citizen-centric services while enhancing transparency and productivity within the judiciary.

    The conference will witness the launch of several digital initiatives under Phase III of the eCourts Project, including:

    • The Biennial Report on Phase III of the eCourts Project
    • The eCourts Single Sign-On (SSO) Service Portal
    • Electronic Delivery of Summons through Email
    • Integration of eCourts and ePrison systems
    • Release of eCourts Services Mobile App Version 4.0

    According to the organisers, the conference aims to deliberate on strategies to optimise judicial processes through digital innovation and e-governance, with a focus on expanding access to justice, improving efficiency and strengthening transparency in the justice delivery system.

    The event will bring together judges of the Supreme Court, Chief Justices and judges of High Courts, Central Project Coordinators, members of High Court IT Committees, officials from the Department of Justice and the Ministry of Home Affairs, as well as representatives from the National Crime Records Bureau and the National Informatics Centre, among other stakeholders.
