CJI: factual situation is this - SSC didn't maintain the mirror image, original sheets not available, the only evidence is the scanned sheet by data ScanTech given to NYSA. there is evidence to show that the marks on scanned images is different from the marks entered by SSC

CJI: 65B certificate only says that the hardcopy which is downloaded is the only copy on the disk, but is not proven that what is scanned or stored is the original of the OMR sheet

CJI: the issue is that original was not available, so there is no way we can see if the original were identical to the scanned imaged

CJI: normally checking is very simple, they just put through the scanner and AI checks

Dwivedi: NYSA was appointed without a tender, NYSA was the lowest tenderer .....no explanation was given why such an action was taken by SSC (reads from impugned)

(mirror images) ...original paper is OMR, if any manipulation is done , it is visible on sheet, what happens is there is cases in which people do not fill full answers and there is possibility on filling those, or there is possibility of changing the OMR sheet , we do not even know how the checking took place, whether name was camouflaged....

CJI: what is held is that SSC didn't keep mirror image, they engaged NYSA to undertake evaluation, NYSA gave to data ScanTech, they also didn't do it .
