CJI: There's a separate statute governing licenses. If it creates statutory obligations, then it would be easier to implement. Builders are required to deposite different funds. Why not have corpus for construction workers? That can be a pre-condition for grant of license

J Bagchi: Please give us a chart on where the new rules have a gap compared to already existing rules
