It is submitted that if at all there is any dispute as to whether a law under A.25(2)(b) can prohibit a religious practice, reference may be made to the material indicating that the drafters intended for social reform to counter certain religious practices and deliberately introduced a provision - which is now A.25(2)(b) - to permit such reform.
