    The District Consumer Disputes Redressal Commission, Central Delhi, comprising Divya Jyoti Jaipuriar (President) and Dr. Rashmi Bansal (Member), has issued a non-bailable warrant against Pankaj Aggarwal, Managing Director of M/s Haldiram Snacks Pvt. Ltd., for non-compliance with its order in execution proceedings.

    The direction was passed on April 9, 2026, in Execution Application No. DC/77/EA/16/2025 arising out of Complaint Case No. DC/77/CC/131/2023.

    The Commission observed that the judgment debtor had failed to make payment in terms of the order under execution and had also not appeared before it. On an application moved by the decree holder seeking coercive action, the Commission directed issuance of a non-bailable warrant for arrest and production of Pankaj Aggarwal before the Commission on the next date of hearing, i.e., June 2, 2026.

    Earlier, by order dated December 18, 2025, the Commission had directed freezing of the bank account of the judgment debtor maintained with HDFC Bank, Kasturba Gandhi Marg, New Delhi, after noting non-payment and non-appearance.

    The execution proceedings arise from a consumer complaint filed by Raminder Kaur concerning levy of ₹40 as packing charges on an online food order placed on September 2, 2023.

    By final order dated November 4, 2024, the Commission had allowed the complaint and directed the opposite party to discontinue the practice of levying packing charges, refund ₹40 with interest, pay ₹10,000 as punitive damages and ₹5,000 as litigation costs, and deposit ₹40,000 in the Consumer Welfare Fund.

    As the order was not complied with, the Commission took coercive steps, including freezing of the bank account and issuance of the non-bailable warrant.
