Bhatapara Civil Court Celebrates 20 Years; Landmark Judicial Reforms Under Chief Justice Highlighted

The Bhatapara Civil Court celebrated its 20th Foundation Day on 3 December 2025 with a ceremonial event organised by the Bhatapara Bar Association at the Civil Court premises. The programme was graced by the Chief Justice of the High Court of Chhattisgarh, Shri Justice Ramesh Sinha, who presided as the Chief Guest and inaugurated the ceremony with the traditional lighting of the lamp. Shri Justice Rakesh Mohan Pandey also attended and added distinction to the occasion.In his keynote address, the Chief Justice reflected on the evolution of the judiciary and the vital role of the legal fraternity. He observed that the Foundation Day was “a tribute to our collective journey, shared values, and the unwavering spirit of the legal fraternity.” Emphasising the essential harmony between the Bar and the Bench, His Lordship stated that justice thrives when both institutions uphold mutual respect, dignity, and a shared sense of responsibility.The Chief Justice appreciated the contribution of the Bhatapara Bar Association in maintaining professional ethics, discipline, and continuous intellectual engagement. Addressing young advocates, he urged them to uphold integrity above all, stating that while arguments may win cases, it is integrity that earns enduring trust in the justice system. He praised senior advocates as “beacons of light” guiding younger members of the profession.Recalling the inauguration of the Bhatapara Civil Court on 3 December 2005, His Lordship noted the growth of the Bar Association to 163 members and outlined the gradual expansion of judicial establishments in the region. He also highlighted a major infrastructural milestone—the laying of the foundation stone on 6 November 2025 for a new court complex comprising six additional courtrooms.Addressing the gathering, Shri Justice Rakesh Mohan Pandey commended the visionary leadership and administrative accomplishments of the Chief Justice. He noted that since assuming office on 29 March 2023, the Chief Justice has significantly accelerated judicial processes. Pending cases in the High Court, which stood at approximately 95,000 at the time of his joining, have been reduced to 78,000—a substantial decline achieved through dynamic and focused leadership.Justice Rakesh Mohan Pandey further highlighted the unprecedented progress in judicial infrastructure during the Chief Justice's tenure. In the High Court, seven new court buildings, 80 residential quarters, and eight major infrastructure projects have been completed. In the District Judiciary, 26 court building projects are underway, with several completed, some under construction, and others newly inaugurated. Residential facilities at 24 locations have also been sanctioned for judicial officers and court staff. His Lordship remarked that the infrastructural development seen over the last two and a half years surpasses the progress achieved in the previous 22 years.The programme began with a welcome address by Senior Advocate Shri G.D. Manikpuri and concluded with a vote of thanks delivered by Shri Anil Mishra, President of the Bhatapara Bar Association.The event was attended by the Registrar General Shri Rajnish Shrivastava, the Principal District & Sessions Judge, Balodabazar–Bhatapara, judicial and administrative officers of the region, members of the Bar, court staff, and representatives from print and electronic media.
