The Allahabad High Court has directed the Uttar Pradesh government to inquire into the functioning of a school in Azamgarh and a coaching academy operating under the same umbrella to determine whether the institutions are running a racket in which students were allegedly shown as admitted to a “dummy school” without their knowledge.

A bench of Justice Siddharth Nandan observed that the institutions appeared to be providing residential coaching for competitive examinations such as NEET, IIT-JEE, and CLAT while allegedly showing students as registered with another school under the CBSE.

"From the record, it is evident that respondents nos. 5 and 6 appear to be running a racket whereby aspiring students are given admission in a dummy school, that too without their knowledge, while, at the same time, they appear to be running residential coaching for the NEET examination," the Court observed.

Stating that "it is apparently a fraud in the educational system", the Court directed the State government to inquire into the Heera Public School, situated in Village Phadgudia, Azamgarh, and the coaching academy allegedly operating by the same management.

The Court also asked the government to examine the school's management and submit a report on their alleged connection with Shahana International School, Jaunpur, where the petitioner (Abu Huzaifa) was shown as a registered Class XI student under the CBSE system despite denying that he had ever taken admission there.

The inquiry report, along with the personal affidavit of respondent no. 2, must be filed by November 2, 2026. The Principal and Manager of the institution have also been directed to remain present on the next date of hearing.

The Court was hearing a writ petition filed by Abu Huzaifa against the State of Uttar Pradesh and other respondents.

The petitioner's counsel, Advocate Mohd. Kumail Haider, submitted that Huzaifa had never been a student of Shahana International School.

In his rejoinder affidavit, he asserted that he had neither applied for admission to the school, attended classes there, nor paid any fees.

He also disputed the CBSE registration record relied upon by the respondents. It was pointed out that it did not contain an admission application, fee receipt, identity card, attendance record or his signature.

The petitioner stated that he had been residing at a hostel in Phadgudia and had appeared in assessments at another institution from July 5, 2025, to March 2026.

He contended that Shahana International School's records reflected an admission date of August 12, 2025, by which time he was already attending assessments and paying fees at the other institution.

After examining the records, the Court observed that the material suggested students preparing for competitive examinations might be receiving coaching at one institution while being shown as admitted to another school without their knowledge.

The matter will be heard next on November 2.
