Allahabad High Court Issues Bailable Warrant Against Bijnor DM After She Failed To Act On Notice In Contempt Case

Taking a serious view of the lack of response from the District Magistrate, Bijnor (Jasjit Kaur) in a contempt matter, the Allahabad High Court (Lucknow Bench) on Thursday issued a bailable warrant against her, who also serves as the Chairman of the District Level Caste Scrutiny Committee. A bench of Justice Manish Kumar passed the order after the State's Counsel submitted that the officer never ever contacted the Office of the Chief Standing Counsel after receiving the notice. "Let the bailable warrant issued to the respondent through C.J.M, Bijnor for ensuring his presence before this Court by the next date of listing", the bench passed the order posting the matter for January 5. The Court was essentially hearing a Contempt Application (Civil) filed by the applicant (Vikram Singh), alleging non-compliance of an order passed in April this year in a writ petition. During the hearing on November 20, the Court noted that as per the Office Report, notice was served upon the respondent (Ms. Jasjit Kaur, District Magistrate, Bijnor) for the date of November 6, 2025. On the previous hearing of November 6, the learned Standing Counsel had prayed for and was granted two weeks' time for filing a compliance affidavit. However, in light of this specific failure to communicate or provide instructions to the Standing counsel, the Court has now passed the order issuing Bailable Warrant against her. The contempt application relates to a writ petition filed earlier by Vikram Singh which was disposed of by a division bench directing the petitioner to approach the District Level Caste Scrutiny Committee to ascertain his caste status. The Court had specifically directed that the Committee must keep in mind the decision of the Hon'ble Supreme Court in Kumari Madhuri Patil and another Vs. Additional Commissioner, Tribal Development. The HC had provided that in that process inquiry by the Vigilance Officer would be mandatory. The writ court had further directed that if the petitioner filed an application within 15 days, the same would be considered within 3 months by the Committee. In his present contempt plea, the petitioner alleges that the directions of the writ court were not complied with as the inquiry by vigilance officer was not conducted. Hearing the contempt plea on September 15, a single judge had issued notice to the respondent (Kaur) to show cause "as to why the proceedings for contempt of the Court be not initiated against (her) for non-compliance of the judgment and order dated 22.04.2025".
