The Delhi High Court on Tuesday (August 25) said that while President of Kshatriya Karni Sena Dr. Raj Shekhawat is free to move around, however if he wishes to participate in any protest the same must be in accordance with law.

The court passed the order while hearing habeas corpus plea seeking production of President of Kshatriya Karni Sena/Akhand Karni Party Dr. Raj Shekhawat, wherein it was alleged that he had been illegally confined.

It was argued that he had leading a nationwide awareness campaign in respect of the University Grants Commission (Promotion of Equity in Higher Education Institutions) Regulations, 2026. It was alleged that he had been illegally detained at the residence of his friend, and was not permitted by the concerned authorities to leave the premises.

The Delhi Police informed that the Shekhawat had not been arrested in any case. It was however submitted that there is an apprehension that Shekhawat may proceed towards Jantar Mantar for a protest.

A division bench of Justice Prathiba Singh and Justice Vikas Mahajan thus said:

"Insofar as the allegation of detention is concerned, in view of the statement made by the ld. Counsels for the Delhi Police to the effect that the Petitioner has not been detained, no further relief urgently needs to be granted in this matter.
The statement of the Delhi Police is accepted and the Petitioner is free to move around. However, if there is any protest that the Petitioner wishes to participate in, the same shall be in accordance with law".

The matter is now listed on September 1.
