    The Delhi High Court on Monday directed the Municipal Corporation of Delhi (MCD) and New Delhi Municipal Corporation (NDMC) to hold a camp for training of its officials for veterinary, para-veterinary and catching stray dogs in the national capital.

    A division bench comprising Justice Dinesh Mehta and Justice Aditi Choudhary directed the civic bodies to hold the camp in coordination with the Lucknow Municipal Corporation (LMC) after indicating a location and schedule.

    “The NDMC and MCD are directed to coordinate with the Lucknow Municipal Corporation and hold the camp for training for aforesaid purposes as early as possible,” the Court said.

    This was after amicus curaie- Ms. Gauri Maulekhi, informed the Court that on her persuasion, the LMC has assured her that they will send a person here to hold a 15 days camp for the training for veterinary, para veterinary and dog catchers, in accordance with the modules prescribed by the Animal Welfare Board in India.

    The Court was hearing a suo motu PIL registered to monitor compliance with Supreme Court directions to remove dogs from the premises of educational institutions, hospitals, bus stands, railway stations, etc.

    During the hearing today, the counsel appearing for the civic bodies said that camps were organized in MCD's Anand Vihar and in two zones of NDMC successfully with a satisfactory result.

    The Court directed MCD and NDMC to file an affidavit within four weeks stating as to in which of the aforesaid wards the dogs have been entirely sterlized.

    In order to expedite the process of sterlization of dogs, the Court noted that the MCD and NDMC assured that the process will be speeded up and camps shall be held in two more wards each under both the civic bodies.

    Maulekhi also handed over to the Court a roadmap for implementing the pilot camp for sterlization of stray dogs.

    The Court directed MCD's counsel, Advocate Manu Chaturvedi, to give suggestions on the same and also directed the MCD to prepare a roadmap and place the same on record for Court's approval.

    The matter will now be heard on November 03.

    Last month, the Court had directed the Municipal Corporation of Delhi (MCD) and North Delhi Municipal Corporation (NDMC) to identity one ward each in their area and organize a camp for sterlization and vaccination of stray dogs there, as a pilot project.

    Apex Court had directed that all jurisdictional High Courts, while undertaking the monitoring exercise, shall be fully empowered to take appropriate action including initiation of contempt proceedings against the erring officials responsible for non-compliance, inaction, or wilful disregard of judicial directions.

    The Court had opined that entrusting High Courts with monitoring and compliance with these directions as well as earlier directions for removal of stray dogs from public places would ensure closer engagement with local conditions and timely corrective intervention.

    Thus, the Top Court had directed all High Courts to register a suo motu writ petition in the name of “In Re Compliance With The Directions Issued By Supreme Court…” for monitoring compliance with the directions issued by the Supreme Court.

    The Supreme Court had said that the concerned High Courts would be at liberty to expand the scope of the directions to address local conditions, without diluting the Supreme Court's directions.

    The matter arose from the Supreme Court's suo motu proceedings on stray dog attacks. On November 7, 2025, the Court had directedremoval of stray dogs from educational institutions, hospitals, bus stands, railway stations and similar public spaces, and ordered that dogs picked up from such places should not be released back to the same locations after sterilisation and vaccination.
