Kerala High Court Directs State To Expedite Process Of Finalising Anti-Ragging Bill 'At The Earliest'

The Kerala High Court has recently (10 March) directed the State to set a deadline for submission of remarks by the concerned departments to expedite the process of finalising the Anti-Ragging Bill in the State,
The Division Bench comprising Chief Justice Soumen Sen and Justice C Jayachandran were considering a PIL moved by KeLSA(Kerala Legal Service Authority), seeking stronger laws to combat ragging within educational institutions.
“We are of the view that it is essential that the said Bill takes the shape of an Act at the earliest.” the Court said.
Earlier, it was informed that the Chief Minister has ordered that a draft Bill be placed before the Council of Ministers and the draft note for consideration of the Council of Ministers has been prepared and submitted for approval.
But, the Court observed that in a communication dated 28 February it is stated that the remarks on the Draft Bill has been sought from various Departments but some of the departments have not submitted the remarks yet.
The Court thus directed the Government to set a deadline for submission of remarks by the departments in order to expedite the process.
The matter was thus adjourned till 31 March.
