HNLU Introduces Staff Compassionate Fund Policy For Financial Assistance To Employees

Hidayatullah National Law University (HNLU), Raipur has put into effect the HNLU Staff Compassionate Fund (HSCF), following approval by the Finance Committee. The fund is designed to provide financial assistance to eligible Group D staff members earning less than ₹1,00,000 monthly and outsourced employees deployed on campus, in cases of medical emergencies, accidents, bereavement, natural calamities, or distress events. Coverage for family members is limited to immediate dependents of eligible staff, while the families of outsourced employees are not included.
The dedicated “HNLU Staff Compassionate Fund” account will be managed according to University procedures. Funding comes from voluntary contributions, donations, penalties, interest, and a one-time corpus grant of ₹1 crore. Disbursement is limited to interest and donations, keeping the corpus intact.
Oversight is provided by a committee comprising the Registrar (Convener), Finance Officer (Treasurer), two faculty members, and one staff representative, with a minimum quorum of three.
Assistance is capped at ₹25,000 (immediate relief) and ₹50,000 annually for Group D staff, and ₹15,000 (immediate relief) and ₹25,000 annually for outsourced employees. Applications must be submitted to the Registrar, reviewed by the Committee, and approved by the Competent Authority. Payments are made directly via cheque or NEFT. The Fund is audited annually in line with University procedures.
Policy amendments may be made by the Vice-Chancellor on committee recommendation. Further details and the official policy are available through University channels.
