The Governor of Maharashtra, Shri Jishnu Dev Varma, released the AI Governance Report 2026 by O.P. Jindal Global University in Mumbai. Congratulating the Cyril Shroff Centre for AI, Law & Regulation at O.P. Jindal Global University, the Governor said that members of industry and public institutions have come together in a spirit of shared values, and such seminars demonstrate how innovation and partnerships can lead to impactful solutions.

The Governor emphasised the importance of AI in governance, stating that while AI can solve several problems, it also brings challenges. He stressed that AI must be used with compassion, ensuring last-mile delivery and upliftment of the masses. He further highlighted the need to preserve values, noting that technology without purpose can be dangerous, and governance must be guided by empathy. He also underlined the importance of preserving Indian art, culture, and schools of thought as part of national identity.

The report notes that Higher Education Institutions globally are undergoing structural transformation due to the integration of AI and evolving student expectations. AI tools enable analysis of complex datasets, modelling of social phenomena, augmentation of qualitative inquiry, and generation of insights contributing to the public good. At an institutional level, AI is being embedded into governance to enhance transparency, efficiency, and evidence-based decision-making.

In her welcome address, Dr. Indu Shahani, President, ATLAS SkillTech University, stated that the distinguished gathering added immense value to the seminar and described the participants' journeys as inspiring. She also appreciated O.P. Jindal Global University for its strategic and meaningful partnerships and highlighted that ATLAS SkillTech University blends design, management, technology, entrepreneurship, and law for future-ready graduates.

In his introductory remarks, Prof. (Dr.) C. Raj Kumar, Founding Vice Chancellor, O.P. Jindal Global University, stated that the report is guided by the question of how JGU can build an education system that uses AI to enhance learning, research, and institutional efficiency while ensuring human judgment and creativity remain central. He noted that AI represents a significant development in higher education and that the report provides a framework for embedding AI across academic, research, and administrative domains.

He further stated that JGU should embed experiential learning across disciplines through simulations, interdisciplinary projects, and immersive learning environments to bridge the gap between theory and practice, aligning with Education 4.0 principles.

The Cyril Shroff Centre for AI, Law & Regulation emphasised that sustainable transformation requires cultural change and that embedding digital transformation within governance structures can enable proactive leadership in higher education.

Other distinguished guests included Mr. Cyril Shroff, Managing Partner, Cyril Amarchand Mangaldas, and Mr. Ronnie Screwvala, Co-Founder & Chairman, upGrad.

It was also discussed that immersive technologies such as augmented reality, virtual reality, digital twins, and AI-enabled tutoring systems represent the next frontier in higher education, and institutions should adopt phased strategies for their implementation based on accessibility, inclusivity, and measurable learning outcomes.

The launch was followed by a panel discussion on “Governing AI: Law, Technology, and Society in the Digital Age,” featuring Ms. Paridhi Adani, Mr. Gaurav Bansal, Mr. Adheesh Nargolkar, Ms. Aprajita Rana, Ms. Richa Roy, Ms. Anushree Saha, and Mr. Siddharth Shahani, and moderated by Prof. (Dr.) C.
