    National Law University Odisha (NLUO) hosted a National Consultation titled “Enhancing Access to Justice for Women Victims of Domestic Violence by Rethinking Institutional Structures” on May 30 and 31, 2026, at The Crown, Bhubaneswar. The stakeholders' consultation brought together leading academicians, members of the judiciary, police officials, representatives of government departments, international organisations, civil society groups, and legal practitioners from across the country to contribute towards the development of a comprehensive protocol aimed at enhancing access to justice for women victims of domestic violence.

    The consultation was organised as part of the project “Addressing Domestic Violence in Odisha through Institutionalised DV Response Protocols”, supported by the Ministry of Foreign Affairs of the Kingdom of the Netherlands.

    The event was organised under the leadership of Prof. (Dr.) Rangin Pallav Tripathy, Registrar, National Law University Odisha, and Dr. Suman Dash Bhattamisra, Associate Professor and Controller of Examinations, National Law University Odisha, who are leading the project on domestic violence. During the inaugural session, they highlighted the work undertaken by the research team over the last two and a half years under the project in 30 districts of Odisha.

    The consultation programme witnessed deliberations on various aspects of access to justice for victims of domestic violence through sessions focused on Empirical Research in Domestic Violence, Police Response to Victims, Obstacles in Collection and Appreciation of Evidence in Matters of Domestic Violence, Reviewing Institutional Structures for and Community Engagement, Legal Aid and Resolution of Domestic Violence. Each session provided a platform for experts to discuss existing policies, institutional mechanisms, and challenges faced by women victims of domestic violence in accessing justice. Participants identified key gaps in the current system from the perspective of different stakeholders and deliberated on possible solutions to address them.

    The event was graced by Smt. Shyni S., IPS, ADGP (CAW & CW), and witnessed the participation of distinguished scholars and experts from various parts of India.

    Representatives of UNDP, UNICEF, National Human Rights Commission, the State Women's Commission, Odisha Human Rights Commission, Law Department, Biju Patnaik State Police Academy, Odisha Legal Service Authorities, leading universities, and civil society organisations also actively participated in the discussions and contributed valuable insights towards the development of the protocol.

    The programme was coordinated by a team of Project Managers comprising Amlanjyoti Rout, Tanmaya Das, Manmeet Singh Arora, Raj Kishor Panda, and Sudhansu Bhusan Maharana, whose efforts ensured the smooth conduct of the consultation.
