NLU Delhi: Mid-Career Training Programme For Police Officers Of Madhya Pradesh

The Centre for Criminology & Victimology (“CCV”), National Law University Delhi successfully organised Three-Day Executive Development Programme - Mid-Career Training Programme for Police Officers of Madhya Pradesh, held from 2nd to 4th December 2024. The three-day event brought together experts to discuss the implementation of new criminal laws and the evolving role of the police and concluded successfully reflecting a commitment to advancing criminal justice. The inaugural session commenced with a welcome from Ms. Prerna Deep, Academic Fellow & Associate Coordinator, CCV, NLUD who hosted the three days event. The inaugural session witnessed insightful discussions from esteemed dignitaries on the dias - Prof. (Dr.) G.S. Bajpai opened the programme and discussed the coursework while emphasizing the importance of academia-law enforcement collaboration in enhancing justice delivery. He explained how the course was conceptualized, the intent behind the course and its core objectives. Shri Praveer Ranjan, IPS, delivered the inaugural address highlighting the critical role of the police in upholding the rule of law within the context of evolving legal frameworks and underscoring the need for workshops to enhance the legal knowledge of police personnel. The session concluded with a vote of thanks by Prof. (Dr.) Ruhi Paul, Registrar at NLU Delhi, who expressed gratitude to the participants and expressed anticipation for a productive and enriching workshop.
The first day featured sessions by Sh. Praveer Ranjan, IPS; Sh. A. Sai Manohar, IPS; Dr. G.K. Goswami, (IPS) ADG and Mr. Sanjay Vashisht, Advocate at Supreme Court of India. Topics ranged from strengthening the rule of law to forensic advancements and key legal aspects of FIR registration. Speakers underscored accountability, jurisdictional clarity, public trust, and safeguarding cultural heritage.
The second day included discussions led by Mr. D.C. Jain, Former Add. Director of CBI; Prof. (Dr.) G.S. Bajpai, VC, NLUD and Mr. Anuj Agarwal, Advocate at the Supreme Court of India. These sessions addressed criminal justice reforms, emphasizing victim-centric approaches, restorative justice, and witness protection. The growing challenge of cybercrime was a key focus, highlighting the need for specialized police units and robust legal frameworks. The Executive Development Programme was also characterized by the field visits to the SPUWAK (Women Cell) and the IFSO (CyPad).
The third day of the programme focused on critical themes of child welfare and protection, the concept of vulnerability, and action-oriented policing, with a particular emphasis on compensatory and restorative justice. These discussions were led by esteemed experts, including Mr. Anant Kumar Asthana, Child Rights Advocate; Mr. Satya Prakash, CEO of FXB, Indian Suraksha; and Ms. Chhaya Sharma, Special Commissioner of Police (Training), Delhi Police. The speakers offered valuable insights into the challenges and complexities of addressing crimes against children and other marginalized groups, underscoring the importance of robust legal frameworks, victim-centric approaches, and effective law enforcement practices.
Prominent experts highlighted the significance of interdisciplinary dialogue, progressive legal reforms, and innovative strategies, all aimed at enhancing public trust and establishing a more equitable and efficient justice system.
