Delhi High Court Bar Association has requested Delhi High Court to direct Delhi Police to allow lawyers living in NCR region (Noida, Ghaziabad, Gurgaon and Faridabad) to freely move in and out of Delhi.

While addressing a letter to the Delhi High Court, DHCBA President Mohit Mathur has said that the lawyers should be allowed free movement in and out of Delhi upon producing valid identity card issued by the court, or any Bar Association/Bar Council that the advocate is enrolled with.

The request is made on behalf of all those lawyers who live in these NCR regions and are unable to get access to files, commentaries, and other documents which are kept in their offices in Delhi, due to the sealing of the borders.

Most of these lawyers do not have video conferencing facilities in their residences to effectively participate in hearings.

It is also submitted that this movement of lawyers has to be allowed to ensure litigant's access to justice in the lockdown period. It is also highlighted that similarly placed police personnel have been allowed such inter state movement.

The letter also seeks a direction from the court for the Delhi Police to take up this matter with its counterparts in UP and Haryana with the alacrity the issues deserves.
