Delhi Govt Notifies Scheme For Extending Financial Aid To Covid Victims' Kin

The Delhi government's Social Welfare Department on Tuesday notified the Mukhyamantri COVID-19 Pariwar Aarthik Sahayata Yojana under which Rs 50,000 ex-gratia will be given to every family that has lost a member due to COVID-19 and an additional Rs 2,500 per month if the deceased was the sole breadwinner of the family. The beneficiaries of the scheme must be residents of Delhi. There is also no income criterion to apply for compensation under any of the components of this scheme. "Government will also consider a single member of the affected family to be enrolled as a civil defence volunteer. Besides these the state affirms to look after the health and education needs of the dependent children as per existing policy", the notification read. Overview of the scheme pertaining to financial assistance provided to the kin of the deceased bread earner: Eligibility: In the event of the demise of the husband who was a working member of the family, the wife shall be eligible for a monthly financial assistance of Rs 2500 for life. She shall also be eligible for widow pension in addition. In the event of the demise of the wife who was the working member of the family, the husband shall be eligible for a monthly financial assistance of Rs 2500 for life. In the event that a single parent dies (the other parent having died earlier due to Covid or otherwise/divorced/separated) who was the working member of the family, each child below 25 years of age is eligible for a monthly financial assistance of Rs 2500 till they attain the age of 25 years. In the event of the demise of both the husband and wife (wherein at least one of them died due to Covid), both of them having been the working members of the family, each child below 25 years of age is eligible for a monthly financial assistance of Rs 2500 till they attain the age of 25 years. In such a scenario, in case the deceased persons do not have any children, then either of the surviving parents shall be eligible for a monthly assistance of Rs 2500 for life. In addition to this, the surviving parents can also avail old age pension if eligible. In the event of the demise of a working son or daughter, either of the surviving parents i.e. father or mother can avail a monthly financial assistance of Rs 2500 for life. Additionally, the surviving parents can also avail old age pension if eligible. In the event of the demise of a working brother or sister, their dependent brother or sister (in case they are physically or intellectually challenged and were living with the deceased) shall be eligible for a monthly financial assistance of Rs 2500 for life. However, in case the husband or wife of the deceased bread earner is getting the benefit under this scheme then the sibling in the special needs category shall not be eligible. Application procedure: In order to avail benefits under this scheme, an online application through the e district portal of the District Social Welfare Officers of Department of Social must be submitted. The following documents must be attached with the application: Proof of residence of both deceased & dependents. Death certificate Proof of Covid death Documents establishing relationship between deceased & applicant Bank Account details of the applicant. In case of disabled dependent sibling , disability certificate Proof of age of the dependent children Others as required in the e district portal Appellate Mechanism: In the event that an application has been rejected, the Sub-divisional Magistrate shall forward the rejected cases with reasons to the District Magistrate and also provide the applicants with the contact details of the appellate authority. Subsequently, the applicants can appeal to the District Magistrate for reconsideration. Overview of the scheme pertaining to One time Ex-gratia payment to the family of deceased: Eligibility: In the event of death of any patient who was Covid-positive, either in an institutional setting or at home, an ex-gratia amount of Rs 50,000 shall be provided to the family of the deceased. This financial assistance shall be extended regardless of whether the deceased was the bread earner of the family. Application procedure: This component of the scheme shall be operated by the Revenue Department. The disbursement procedure adopted for this scheme shall be the same as being followed by the already running scheme approved vide Cabinet Decision No, 2810 dated 05.03.2020 and circulated vide order No. F 1 (87)/Relief/ Building Collapse/ 2010/2663 dated 05.03.2020 granting Ex-gratia Relief in various eventualities.
