    In a petition seeking rehabilitation measures for the victims of Delhi Riots, the Delhi High Court today has passed a series of directions to augment the said process of relief and rehabilitation.

    The petition, moved by Shaikh Mujtaba Farooq, had sought court's directions to various authorities, such as Central and Delhi Government, to take measures to ensure that proper humanitarian and medical relief are provided to those who suffered, and continue to suffer, due to the riots that broke out in the northeast districts of Delhi.

    The directions have been issued by the Division Bench of Justice Siddharth Mridul and Justice Talwant Singh, after taking up the matter for urgent hearing.

    These directions broadly cover the issue of medical assistance and psychological help to the affected persons and their families. The focus is placed on not just increasing the capacity of state measures, but also to ensure greater accessibility to these facilities.

    Following are the directions which are issued by the court to Central Government, Delhi Government and Delhi Police:

    1. Provision of a fire engine, ambulance and mobile toilets at the subject camps
    2. Maintenance and upkeep of cleanliness (including cleaning of the drains)/hygiene and sanitation; and further enhancing essential public utilities, including provision of beds
    3. Taking necessary steps to secure the health of the riot victims
    4. Ensuring the availability of the counsellors for the riot victims
    5. Setting up of three additional camps in Jaffrabad.

    The Delhi High Court, in other petitions concerning Delhi Riots, have been time and again reminded of the horrendous conditions that prevailed during the violence and the consequences of the same.

    In Rahul Roy v. Union of India, both the Petitioner as well as the Delhi Police had apprised the court of urgent steps that need to be taken to ensure medical and humanitarian assistance to the riot victims.

    In that petition, the focus was on ensuring easier and safer access to medical facilities and ensuring smooth flow of information and psychological assistance to those who are rendered helpless.

    Justice Muralidhar, while hearing that petition at midnight, had emphasised upon the need for the state to do confidence building by reaching out to the affected communities.
