Bengaluru Organization Seeks FIR Against Haryana Minister Anil Vij For 'Exterminate' Tweet On Disha Ravi

A Bengaluru-based organization has submitted a criminal complaint before the police seeking FIR against Haryana Minister Anil Vij over his tweet calling for 'extermination' of 'anti-nationals' in the wake of the arrest of 21-year old climate activist Disha Ravi in the farmers protest 'toolkit' case."Hate Speech Beda" (a collective to combat hate speech) based in Bengaluru on Monday submitted a complaint to the officer of the Commissioner of Police, seeking registration of FIR against Anil Vij, Minister of Home, Health, Urban Local Bodies, Medical Education and Research, AYUSH, Technical Education and Science Technology of Haryana.As per the complaint, the tweet posted on 15.02.2021 by Anil Vij in Hindi, literally translates to "Whosoever has the seed of anti-nationalism in their minds, they should be completely exterminated, whether it's #Disha Ravi or someone else".It is alleged that the tweet is an open call for extermination and encounter of all people who he thinks are "anti-national" and especially Disha Ravi who is an accused in an ongoing investigation. Further, by asking for such extermination of people who he thinks have seeds of "anti nationalism in their minds", he is directly attacking the constitutional provisions of Right to Life and Dignity under Article 21 and Right to Liberty under Article 19 of the Constitution.The complaint alleges that by calling for the extermination of the so-called "anti-nationals", he is inciting violence against individuals that could lead to bodily harm or even loss of life. It is alleged that he is promoting enmity and inciting actions prejudicial to the peace and harmony of the nation and that his open call for extermination of people is intended to provoke breach of peace and intentionally insult Disha Ravi.All these are gross violations of the Indian Penal Code and hence a FIR must be registered under Section 153A, Section 503, Section 504 and Section 505. Given the specific threat to cause death and grievous hurt, he must be especially charged with Section 506 under the Indian Penal Code, the organization demands.Twitter had initially deleted Vij's tweet but later restored it saying it did not break any norms of the micro-blogging platform.
