The programme aims to overcome the 'accessibility deficit' created by the State's typical typography and remain up to speed with rest of the country, which is moving fast towards becoming an "Information Intensive Society".

"One of the youngest States of India, situated in the Northern Borders, the State of Uttarakhand is predominantly a mountainous State. It has a typical typography. This creates a huge accessibility deficit as far as technology is concerned. The geographical complexity of the State poses several challenges. Limited access to internet connectivity being one in context of an "Informative Intensive Society". This has also hampered online Court work in the State from the very beginning.
