To bolster security arrangements at the court complex, the Kerala High Court has made entry passes mandatory for public. The litigants and visitors can use Online Pass Management System of the court to obtain the passes.

While the staff members have been directed to wear their identity cards while entering the high court complex, the advocates who are not in robes would be required to show their ID card at the entry points for identification.

The verification of the identity of persons wearing the robes of a lawyer will be done only if a suspicion arises as to their identity, the high court Registrar General P. Krishna Kumar said in a notice dated September 29.

"Fool-proof security in the High Court can be ensured only if the identity of all stakeholders entering the building is verified/ascertained by the security personnel posted at the entry points. Lack of cooperation in this regard from the stakeholders will defeat the purpose and can lead to security breaches. Several instances of security breach have been reported in the recent past," the high court administration said.

The notice said several instances of security breach have been reported in the recent past. "A few days back such an incident has again been reported in the High Court Building and it was only due to timely intervention of Security personnel that we could avert casualties," Kumar said.

The following instructions have been issued:

    • All the staff members of the High Court shall wear their Identity Cards conspicuously while entering the Court premises so as to enable the security personnel to ensure their identity. They shall also mark their attendance through the Biometric machines installed at the entry points.
    • Advocates who are not in their robes are directed to show their ID Cards at the end points for their verification. Verification of identity of person(s) wearing the robes of a lawyer will be done only if a suspicion arises as to their identity.
    • Advocate clerks shall produce their identity cards, if demanded by the security personnel, to enter the High Court building.
    • Passes will be mandatory for visitors, litigants, public, workers etc. for entry into the High Court building. Online Pass management system will be enabled in the website of the High Court w.e.f. 31.10.2022.
    • All persons coming with baggage are required to scan their baggages and get clearance from the Security Personnel at the entry points.
