Lowest Vacancies, Highest Disposal Rates: Kerala Ranked Number 1 In Judiciary By India Justice Report 2025

India Justice Report (IJR) which is a collaborative effort of DAKSH, Commonwealth Human Rights Initiative, Common Cause, Centre For Social Justice, Vidhi Centre For Legal Policy and TISS-Prayas has ranked Kerala at No. 1 in Judiciary among the large and mid-sized states. The report aims to rank the capacity of formal justice system operating in the states using the government's own statistics.The ranking is made based on 25 indicators under the main heads of Budget (per capita spend on judiciary), Human Resources (Population per high court judge, Population per sub court judge, High Court judge vacancy, Sub-Court judge vacancy, High Court staff vacancy), Diversity (Women Judges (High Court), Women Judges (sub court), SC judges; actual to reserved (sub court), ST Judges; actual to reserved (sub court), OBC Judges; actual to reserved), Infrastructure (Courthall shortfall) Workload (cases pending (above 3 years)(High Court), Cases pending (above 3 years)(sub court), Case clearance rate (High Court), Case clearance rate (sub court), Trends (Cases pending (per High Court Judge), cases pending (per sub court judge), Total cases pending (High Court), Total cases pending (sub-court), Judge vacancy (high court), Judge vacancy (sub court), Case clearance rate (high court), case clearance rate (sub court) Difference in spend; judiciary v state).It is seen that Kerala has the lowest percentage of vacancy of High Court Judges, lowest percentage of High Court staff vacancy, highest percentage of case clearance rate in sub courts. The State has shown improvements in decreasing the vacancy level in subordinate courts, increasing the percentage of women judges in subordinate courts and decreasing the cases pending per judge at the subordinate court level and High Court level. The case clearance rate of the State at the district court level is calculated to be above 100% at 113% which effectively causes a reduction in the backlog. However, there is a decrease in the percentage of women judges in the High CourtIn its previous report published in 2022, Kerala was ranked 4th among the large and mid-sized states.
