    The General Body of the Kerala High Court Advocates' Association (KHCAA) convened a meeting today afternoon primarily to discuss the resolution moved by Advocate Boby M. Sekhar and 117 other members regarding the constitution of an Internal Committee for redressal of complaints of sexual harassment against women within the Association. 

    It was unanimously resolved by the General Body to constitute a committee to study the resolution and propose amendments to the bylaws of the Association. 

    During the meeting, KHCAA President Advocate Rajesh Vijayan addressed the gathering and expressed that the Executive Committee unanimously welcomes the resolution from the members. It was further pointed out that the Supreme Court in Medha Kotwal Lele & Ors v. Union of India & Ors [(2013) 1 SCC 29] had directed the Bar Council to frame rules in line with the Vishaka guidelines. 

    In the resolution, it was highlighted that the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, (POSH Act), prescribes the composition of an Internal Complaints Committee (ICC).

    The advocates further pointed out that although the KHCAA has taken all necessary steps for the protection and welfare of its members, no effective steps have been taken till date for the formation of a Permanent Internal Complaints Committee to address and redress the grievances of women lawyers.

    "The number of lady lawyers in the legal profession has increased exponentially over the years. The contribution of women in the legal field is also substantial. But, women in the legal profession face the same hurdles as in any other workplace, which includes sexual harassment and abuse. Having regard to the Constitutional right of gender equality and right to practice a profession, it is imperative to formulate a mechanism which aims at prevention of sexual harassment of women in legal profession," reads the resolution. 

    Taking note of the rising presence of women in the legal profession and as Association members, they urged that the formation of a permanent Internal Committee and a comprehensive mechanism to address the complaints of sexual harassment against women members hour was the need of the hour and that it is the duty of the Association to ensure a safe working place for its women members. 

    It is imperative to note that the Kerala High Court had recently directed all film production units and allied organisations engaging more than 10 female workers to establish an Internal Complaints Committee.
