In a letter addressed to the Chief Secretary, Uttar Pradesh Government, dated August 26, 2026, the Association referred to reports, social media posts and an order of the Allahabad High Court, Lucknow Bench, concerning an alleged telephone conversation between Commissioner Nagpal and Judge Shabina Khan regarding a civil suit pending before the judicial officer.

The Commissioner Nagpal allegedly contacted Judge Khan in connection with the pending civil suit and, during the conversation, claimed to be a senior administrative officer. The Association alleged that the Commissioner attempted to exert pressure on the judicial officer and also threatened to approach the Allahabad High Court regarding the matter. The Association further stated that the Commissioner allegedly threatened to have the civil suit transferred. It described the alleged conduct as an attempt to interfere with the independent functioning of a judicial officer.

The Association said that, after receiving information about the matter, its office-bearers convened an online/virtual meeting on August 24, 2026 to discuss the issue. Following detailed deliberations, the Association said it unanimously passed a resolution condemning the alleged conduct of Commissioner Durga Shakti Nagpal and seeking necessary action.

The Association emphasised that the independence of the judiciary and separation of powers between the executive and judiciary are fundamental to the administration of justice. It stated that interference or pressure upon judicial officers can affect their ability to discharge judicial functions independently and may also create fear and mental pressure for judicial officers and their families.

The Association has urged the Uttar Pradesh Government to take serious note of the alleged conduct and initiate appropriate action.

It has also sought clear directions for administrative and police officials to ensure that no pressure is exerted on judicial officers in relation to cases pending before them and that judicial proceedings and judicial decisions are not directly or indirectly influenced.

The Association further requested that steps be taken to ensure that judicial officers and their family members are not subjected to pressure or harassment in connection with judicial work.

It also called upon the government to ensure that judicial officers are able to perform their judicial responsibilities freely, independently and without fear or pressure.

The Association stated that it stands with Civil Judge (Senior Division) Shabina Khan and supports efforts to protect the independence, impartiality and dignity of the judiciary.

It said that the dignity of judicial officers and public confidence in the judicial system must be protected and that appropriate administrative and legal measures should be taken to prevent recurrence of such circumstances.

The representation, signed by Gunanand Prakash, General Secretary of the U.P. Judicial Services Association, was also forwarded to the Chief Justice of the Allahabad High Court and the Principal Secretary, Law and Legal Remembrancer, Uttar Pradesh Government, for information and necessary action.
