      Justice Kaul: There is no perfect world, in an imperfect world, we have to decide how to reduce the imperfections. We can also just decide the constitutional interpretation and be done w it. But we have to try to make it workable.

      Advocate Kartik Seth, appearing for the petitioners urging for the abolition of the post-enrolment exam, will continue his submissions.

      Counsel arraigns the BCI for taking what he claims is an egregious amount for enrolment.

      Justice Kaul: This is a constitutional court. We cannot say charge Rs 3000 instead of Rs 3500.

      Justice Khanna, laughing: What you are suggesting, the BCI will be very pleased to implement.

      Counsel: Yes, that will prevent them from wasting our time!

      Justice Kaul: Nevertheless, it is a suggestion. We have to let them consider it.

      Counsel also endorses conducting the exam in the fifth year.

      Justice Kaul: That is for the BCI to decide. What you are giving is a suggestion. Let them consider it.
