Chief Justice of India Justice Surya Kant has constituted a committee to examine issues faced by advocates in their day-to-day interaction with the Registry of the Supreme Court, following a request by the Supreme Court Advocates-on-Record Association (SCAORA).

The committee, headed by Supreme Court Secretary General Bharat Parashar, will consider concerns raised by members of the Bar relating to the functioning of the Registry, including issues concerning filing, scrutiny, defect marking, curing of defects, listing and other procedural matters.

The development follows a letter dated August 25, 2026, addressed by SCAORA President Devvrat to the Chief Justice of India, seeking the constitution of an institutional mechanism to examine difficulties faced by advocates in their dealings with the Registry.

In its representation, SCAORA said that its members had repeatedly raised concerns regarding the filing and scrutiny process, defect marking and curing, listing and other procedural issues. The association said a structured mechanism involving representatives of both the Registry and the Bar could help identify the difficulties and arrive at practical solutions.

The committee comprises Dr Ajit Atri, Registrar (J) (Judicial Listing); Rajesh Sharma, Registrar (J) (Judicial Administration-I); Vishal, Registrar (J) (Judicial Administration-II); a representative of the Supreme Court Bar Association (SCBA); and a representative of SCAORA.

In a letter dated August 31, Secretary General Parashar requested SCAORA to nominate a representative of the Supreme Court Advocates-on-Record Association to the committee.

SCAORA, in a communication to its members, said it was hopeful that the initiative would help bridge the gap between the Bar and the Registry and facilitate faster resolution of issues faced by advocates.

The association had also requested that it be given an opportunity to place before the committee, in a structured manner, the concerns and suggestions received from members of the Bar. It had assured the Chief Justice that it would extend its cooperation and provide inputs to assist the committee.

SCAORA said the proposed mechanism could strengthen the working relationship between the Bar and the Registry and contribute to a more efficient administration of justice.
