      Issue involved is the Governor’s decision dated 23/11/19 inviting them to form government is unconstitutional. The adjudication of this issue - we request Tushar Mehta to produce the two letters by tomorrow morning 10.30.

      Three things I have to say:

      1. Correct procedure should be that parties should be allowed to contest. If you’re not willing to form a government, then the party who is should be allowed.

      Governor is not a party. He’s not a party in the entire compilation. A floor test is a constitutional obligation of democracy. This does not require any notice or counter.

      41 people signed in the afternoon. He did not have the support of NCP. Democracy functions on numbers and majority. It is not possible for the Governor to have exercised this function.
