Record ACRs Of Judicial Officers Without Delay : Supreme Court To High Court Judges

The Supreme Court on Tuesday (January 21) urged the High Court judges to record the Annual Confidential Reports (ACRs) of judicial officers promptly so that they do not lose opportunities of promotion.
The Court also urged the appellate committees of the High Courts to decide the representations made by judicial officers regarding ACRs at the earliest.
A bench comprising Justice BR Gavai, Justice AG Masih and Justice K Vinod Chandran passed the order in the All India Judges Association case after noticing that the ACRs of many judicial officers are getting delayed.
Amicus Curiae Senior Advocate K Paremeshwar informed the bench that in some of the High Courts, some of the judges concerned do not enter the ACRs of the judicial officers. In some of the High Courts, the appellate forum, which normally consists of the judges' committee of the High Court, sits for years on the representations made by judicial officers for expunctions/modification/verification of ACRs. On account of delay, the judicial officers are deprived of their consideration for promotional avenues.
In this backdrop, the bench ordered :
"We request the Hon'ble Chief Justices of High Courts to impress upon the judges concerned to promptly record the ACRs of judicial officers and also to the appellate committees to consider the representations of judicial officers with regard to ACRs at the earliest so that they are not deprived of their promotional avenues."
