Court: Govt was empowered under Section 69A to direct blocking of access to Telegram. Accordingly, Petitioner's challenge to the temporary ban is DISMISSED.

Court: We have also held that the test of proportionality is satisfied as requirements namely legitimate objective, nexus of action with the measure adopted, necessity of the measure are met and least restrictive measures have been adopted.

Court: We have also held that under Section 2(1) IT Act, there is no reason to exclude platforms like Petitioner to from the ambit of ‘information’.

Court: The challenge of impugned orders on ground of non-communication reasons can't be sustained. Both impugned and final orders are founded on relevant material duly considered by Responded, supported by reasons.

Court: After considering all arguments, we found that given the emergency nature of impugned orders, Respondent strictly followed the procedure.
