Youths Block Highway To Perform Stunts & Make Reels: Chhattisgarh High Court Orders Chief Secretary To File Personal Affidavit

The Chhattisgarh High Court has expressed deep concern over a recent incident involving youths of affluent background parking their cars in the middle of national highway to perform stunts and record reels.While hearing a suo moto public interest litigation, the Division Bench of Chief Justice Ramesh Sinha and Justice Bibhu Datta Guru observed –“Time and again, such incidents of mischief on the road by not only illiterate people but also from the people belonging to educated and well to do background is coming to light. Nuisance on the roads not only puts the life of such people in danger but also the life of the other people passing through the said roads.”The Court took cognizance of a recent news report published by a Hindi daily wherein the unruly activities of certain youths belonging to rich background was highlighted. It was alleged that they parked their luxurious SUVs in the middle of Ratanpur Highway to perform stunts and shoot reels. Even arrangements for videography and lighting was done. Due to such illegal acts, a huge traffic jam ensued causing inconvenience to the general public. Only after a reel was posted by one of such youths, the police became active merely to impose a fine of rupees two thousand.“The response/action of the Police is also very disappointing especially when any spoiled rich kids or affluent persons are found indulged in acts like the present one. These youngsters have been let off by the Police very easily by mere imposing fine of Rs. 2000/- which would hardly make any difference for them,” the Court observed.The Bench also highlighted another incident involving the wife of a Deputy Superintendent of Police (DSP) accused of doing similar act which was earlier brought to the notice of the State's Chief Secretary.“When such people do not have any fear of the law of the land, the Police was required to take stern action against them. The police authorities themselves appear to be helpless and their helplessness would lead to lawlessness in the State.”The Court expressed shock over the cavalier manner in which the police has responded. None of the offending vehicles was seized nor any case was registered under the Bharatiya Nyaya Sanhita or Motor Vehicles Act.Therefore, considering the seriousness of the matter, the Chief Secretary was ordered to file his personal affidavit.
