The Delhi High Court has directed the Central Bureau of Investigation (CBI) to issue a Red Corner Notice through INTERPOL against a man who is facing criminal contempt proceedings over allegations of threatening judges and making scandalous and abusive remarks against them.

A Division Bench of Justice Navin Chawla and Justice Ravinder Dudeja passed the order after noting that the whereabouts of the contemnor- Adeeshwar Singhal, are presently unknown despite non-bailable warrants (NBWs) having been issued against him.

The order was passed on September 18 when Singhal appeared virtually before the Court and “again made unfounded allegations. Singhal is also facing criminal contempt proceedings before the High Court initiated against him last year.

The Court was informed by the Central Government Standing Counsel that Singhal had last travelled out of India in August 2024 to Italy and had not returned thereafter and that his present whereabouts were unknown.

It was informed that his Indian passport expired on August 24, 2025, while a Look Out Circular has also been issued against him.

Noting that the Look Out Circular, by itself, may not be sufficient to secure his presence despite the issuance of NBWs, the Court said:

“Given the above, we direct the Central Bureau of Investigation to issue a Red Corner Notice through INTERPOL against the respondent for securing his presence in compliance of our orders, including the NBWs.”

The Court also noted that, according to a report submitted by the SHO of Police Station Anand Vihar, the IP address from which Singhal had joined the Court proceedings virtually on April 23 was located in Gilroy, California, United States.

The Ministry of External Affairs was thereafter directed to inform the concerned authorities in the United States about the NBWs issued against Singhal, the expiry of his Indian passport and the IP address identified by the police, so that efforts could be made to trace him and produce him before the Court.

Since Singhal again joined the proceedings virtually on September 18, the Court directed the Cyber Cell of the Delhi Police to inquire into the IP address from which he participated and communicate the details to the Central Government Standing Counsel for appropriate action.

The Bench also directed the Registry to supply the IP address details to the learned APP appearing for the State.

The matter is listed now on December 09 for reporting compliance. The Court has once again directed Singhal to appear in person on the next date.

The Bench further directed that the court proceedings shall continue to be recorded and preserved.
