The Madhya Pradesh High Court has issued a non-bailable warrant against Panna Collector, Usha Parmar, observing that she neither appeared before the Court nor filed a compliance report in a contempt petition despite receiving notice. 

Remarking that she has shown "classic indifference" towards the judicial process, the bench of Justice Vivek Jain observed,

"A letter has been sent by the contemnor to the Registrar of this Court, which is dated 05.10.2025, mentioning therein that the notices of the contempt petition have been received and the In-charge Officer of Establishment Branch of her office has been appointed as contact officer to take care of this contempt petition. It indicates that the sole respondent has got information of the contempt petition but in the classic indifference to the judicial process and to indifference to the contempt jurisdiction of this Court, she has sent a letter to the Registry of this Court informing that she has received the notices of the contempt petition and has deputed an officer to do the needful, thereafter nothing has been done by the respondent". 

Thus, the bench directed:

"This Court is satisfied that without issuing non-bailable warrant, it would not be possible to secure the cooperation of the respondent and secure compliance of the order. Let non-bailable warrant be issued to secure the presence of sole respondent before this Court on 30.09.2026". 

A contempt notice was issued to the Collector on December 4, 2025. However, despite receiving the same, she neither entered appearance through counsel nor submitted a compliance report. 

The court noted that the Collector had received a letter from the Registrar of the High Court on October 5, 2025, stating that notice relating to the contempt petition had been received. 

The Collector, in return, replied to the Registry that the In-Charge Officer of the establishment Branch had been appointed as contact officer to deal with the proceedings. 

However, the court noted,

"It appears that the respondent has adopted intent to avoid the contempt proceedings despite having received the notices and has even written a letter to the Registry of this Court which indicates her disinclination and her indifference towards the contempt jurisdiction of this Court". 

Thus, the bench issued non-bailable warrants and listed the matter for September 30, 2026.
